Tax stamps and licences may pave way for pot
legalization in Arizona.
Series of 3 articles in Tempe (AZ) New Times
entitled Hemp, Hemp Hooray describes how Arizona
exploited a loophole in the cannabis law and
allowed licences to be purchased for $100 each.
This resulted in pot venders selling marijuana
out of one hemp activisit's van. Recently one
man was arrested for selling pot prior to the
Rose Bowl at the end of January 1996 as a result
of the police's attempt to uphold prohibition of
pot.

some interesting fallout. The attorney who took
the case on pro bono (without pay) has run into
financial difficulties because of the court
system over alimony payments. As a result he is

Judge in Belgium Deals Harshly With Teen
Teen caught with pot and acid dies in prison.
A Belgium teen was caught with pot and acid
and given a harsh sentence in Belgium, according
to the source. He supposedly died as a result of
a heart attack while playing ball with hardened
juvenile delinquents in a reform facility. The
author of the article indicates that the teen
should never have been placed in that institution
- this seems to be more evidence that at times,
the punishment for drug use is too harsh.
The irony, says the author, is politicians who
make the drug policies but drive drunk.

The Charles Benner Defense
Hempfield man betrayed by his defense lawyer.
Benner's defense revolves around ultraviolet
light, melanin, and THC. After hearing his
Scientific Necessity Defense, his lawyer advised
him to plead guilty to one felony charge for
possession (appellate precedent voids this charge
) and one felony he never committed i.e. selling
4 oz of cannabis to two coke dealers. This
latter charge resulted in the coke dealers going
free for their perjury. This is similar to the
Tucker case, where some pot growers had their
charges reduced for falsely claiming the Tuckers
advised them about pot growing (see HIGHER.TXT)

Marijuana Prohibition promotes Alcohol Use
Evidence shows that pot prohibition increases
alcohol use.
While both marijuana and alcohol use have waned
among US teengs, the rate is still higher than
normal. As well, US states that prohibit pot
tend to have higher incidents of DUI and deaths
due to alcohol in car accidents. Conversely,
states which have decriminalized pot possession
have less incidents of car accidents in which
alcohol is involved. This can be used as proof
that marijuana legalization could save alot of
young lives in car accidents.

driving.
The main risks involved with marijuana use are
accidents and respiratory illnesses. In most
auto accidents, even when THC was found in the
bodies of drivers, marijuana use was not at fault
- alcohol was more of a factor than marijuana.
This goes against the myth perpetuated by the
DEA that marijuana increases auto accidents and
the inference that if auto accidents are the
major cause of death among teenage women, that
marijuana use may cause auto accidents.

The War on Drugs is futile because each drug

Various excerpts show marijuana is not a
'gateway' for hard drugs such as cocaine and
heroin.
The Partnership for a Drug-Free America claims
reducing marijuana use would reduce use of more
dangerous drugs. Studies they use to back up
this hypothesis only show that cocaine users have
used marijuana in addition to cocaine. Yet the
majority of marijuana users have never used
cocaine, which makes such anti-drug campaigns
useless and possibly dangerous on the long run.
If Holland is any example, marijuana legalization
may *reduce* exposure to harder drugs.

'Cultural genocide' is a term used by Marc Emery
of Hemp BC uses. Author of article refers to
dictionary definition of genocide as 'murder of
a nationality or race'. She includes examples
such as Nazi Germany and the Jews, Yugoslavia,
and Rwanda.
Yet, author does not realize that prohibition
means the drug warriors want to kill the drug
culture, which can be seen as a form of genocide.

Orrin Hatch attacks entertainment industry for
glorifying illegal cannabis use.
Hatch targets musical groups such as Total
Devastion, Cypress Hill and Channel Live and
KRS ONE, as well as the rock group Black Crowe.
He tries to shame the recording industry and asks
them, "Don't you feel irresponsible distributing
this garbage?"
Hatch also targetted the sitcom Roseanne which in
1993 broadcast an episode in which Roseanne and
Dan find pot in their daughter's bedroom, lecture
her boyfriend, but then up smoking it.

Senate Critic Hatch Okays Drug Czar McCaffrey
Critic Hatch gives General McCaffrey warm welcome
Hatch gets it wrong regarding funds cutting for
interdiction, enforcement and aid to South
America. The government couldn't keep drugs out
during the height of the WOsD prior to budget
cuts. Drug use had increased before the cuts as
well as overdoses. Reduced funding to the DEA
will not affect drug abuse or overdoses. However
it will affect the salaries of DEA agents and
reduce the rate of hiring new agents.
McCaffrey's analogy of drug abuse to cancer is
mere hype to perpetuate a stupid war.

1) Brain function: article omits fact that
any reduced brain function is reversed once
use has been discontinued, thus leading to false
conclusion that effects of THC are permanent.
2) Hormones: Lowered sex drive is due to
high from THC. Irregular menstrual cycles do
become regular over time as tolerance is built
up.
The psychiatric information is also misleading.

Marijuana's lethality remains unproven, despite
the death of a 23 yr-old Belgium man. Most
reports of human fatalities are unreliable in
the case of marijuana, including the anecdote
about a French person attempting suicide through
smoking hashish (an urban legend?).
Lethal dose for animals has been established, but
not in man. Oral lethal dose is over 3g/kg of
body weight (monkeys, dogs) though 1g/kg is
lowest record LD in rats. The 3g/kg dose caused
no fatality in dogs or monkeys.

A 50 yr-old farmer from Maine had his 6 year
sentence for marijuana trafficking dropped by
one year. The farmer claims the marijuana for
personal medical use for depression because he
claimed regular anti-depressants didn't work.
However, the courts let him go to jail as a
warning to other people who might want to grow
marijuana for medical purposes or for personal
use. The basis for the original trafficking
charge was that arresting agents found over 400
plants growing on the farmer's land.

based on scientific methodology that can be
replicated. Thus, it is very weak evidence that

months for writing and editing a book called
"Soft - Drugs Guide", which describes effects of

dangers like theory of escalation (gateway theory

Legalizing Drugs: Just Say YES
Legalizing drugs may be the way to help addicts
and win the drug war.
Only a small percentage of people who have used
drugs (less than 10%) get addicted. Severity of
penalties for drug use play little or no role in
controlling whether or not people prone to drug
use actually use them. Thus potential drug users
are not all that sensitive to the threat of legal
sanctions.

a conviction stand even though the evidence

Hemp laws thus are broadly interpreted to make

Cancer from tobacco is mainly due to
radioisotopes in phosphate fertilizer for
tobacco crops. In contrast, marijuana causes
very little cancer, despite the carcinogenic
potential of cannabis tars. This is due to the
way the smoke from tobacco works on lung tissues,
which is different from the way cannabis smoke

State legislators in Vermont are supporting
hemp activists in the state. Estimates of yield
from Reichert's report in Biweekly Bulletin (Dec
16, 1994, Vol. 7 No. 23; Agriculture Canada) are
used in presentation before the House Agriculture
Committee. As well, products are mentioned such
as fiberboard, oil, paints, animal feed, clothing
foodstuffs. Vermont Hemp Council mentioned as
organizing in October 1995.
Vermont politicians seem keen on the idea of
hemp legalization while criminalizing marijuana.

defeat of industrila hemp bill, claiming that it
will allow illegal growing of cannabis hemp for

Hemp bill lobbyists say the issue is one of

Voyages: the Randy Caine story
Owner of The Joint in Surrey's legal battle
over 2 years ago, Randy Cain was arrested for
possession of marijuana (about 1/2 gram). rather
than plead guilty, he has mounted a court
challenge which still goes on today (next court
date sometime in March 1996).
In the meantime, he operates a cafe called The
Joint in Surrey, which operates without a licence
due to the apparent legal quandry the Surrey
licencing dept. thinks they are in. However, no
marijuana is sold on the premises just hempenware
bongs, and printed material.
